Everywhere I go I see trash and pollution. Even tier 1 cities have this problem. Only exception case is Indore. Even countries poorer than India have cleaner streets. Is it a cultural problem or an infrastructural one? It is ironic how ancient and medieval India used to be so aesthetically pleasing but fell so bad. I have low hopes even though I always try to do my part in keeping public places clean, even if it may be futile, by not littering unlike everyone else. Is there any hope for the future?

cultural issue. it has to be instilled in every school like military indoctrination. special purpose government officials and laws need to be created and fundamentally the whole waste management system of the country has to be thought over again maybe with international help. did you know that there is virtually no garbage collection / management in panchayat areas? this is seen as not being a problem.
