Its frequently misunderstood tbh. WB does have all four, its just after the fall of rajvamshi empire the community distanced itself from title to take the SC/ST benefits. They were actually recognized as proper V2 as well, unlike later Kshatriyasation of the communities like Yadav, Jaats or Gujjars.
You actually dont need all four to be recognized as a varna system either. You just need one. Other groups can move back and forth, and infact do time to time. People that are part of the four are recognized as Savarna. Those that are not are labelled as an Avarna, tribals who have their own lok charya and desh charya.
Though bengal ended up suffering from anglophile crisis as well. It led to all social elites comforming into this socially dominant community. It did not benefit rest of groups. Majority of middle class was screwed over.
Kashmir and Jammu is wrong too, it has Daggar and Dogras, Koshur and kings that feell from power. (Large nunber of Pakistani populace are the V2 that ended up converting to the islam). Merchants loke Sindhi and Wani, Dobi, are all recognized as s Shudra. Its not entirely wrong.
North East is entirely avarna (not in the Varna system). So it is placed to be below Shudra by default (Due to, ours before yours logic, savarna fold values its own member). They were free to do what they please.
