next step is to implement a display back buffer access to which will be able through the platform API, the renderer will write pixels into it

I will implement this as part of my renderer, i honestly want to see how far i can go with wingdi API

Update - merged the library and platform layer for convenience - Implemented canvas painting and presentation - PgfxBeginDrawing() internally calls PgfxClearBackground(Colour colour) amd sets a default background color
