Time alone doesn't produce intelligence. Evolution has no goal.
Dinosaurs were extremely successfulthey dominated for 165 million years because they were already well adapted to their environments. There was no evolutionary pressure favoring human-like intelligence across most lineages.
Human-level intelligence is metabolically expensive, requires long childhoods, and is only advantageous under certain ecological conditions. Most species do just fine without it.
Also, birds are living dinosaurs, and some (like corvids and parrots) evolved remarkable intelligence. They just took a different path than primates.
