Is there any means to hit low cal protein for a sedentary hostel guy? I mean,
Monthly money given: 1500
GOAL: at least 60g protein
Eggs: just 6g each,
Meat: The amount of OIL it is cooked in just swipes up calorie for whole day.
Plant protein: Very very low for chana, Soyabeans are good but still...
Protein powder : $$$
I cant even hit 30-40 g

lose weight first, make your way to 7 eggs scramblel with 2 onions (easy ~40g), 1 litre of milk (~15g), peanuts (5-10g)
you'll easily rack up 60g everyday, just make sure to time your meals and eat slowly for optimum digestion
egg tray of 30 eggs cost 220.
6 eggs per day, tray lasts 5 days.
so 30/5 = 6 trays needed total. that is 1320 rupees per month
and for that you have 6*6.3 = 37.8g protein per day.
this is the cheapest way to get protein, eggs.

OP if you are serious do look for bioavailability and the DIAAS scores of various types of foods.
Not only is eating protein important, it is also important that the body absorbs it.
If you eat veg stuff like chana, lentils etc, 50-60% of protein in it will be absorbed while the rest goes to shit (pun intended)
for eggs and chicken and dahi,yogurt, paneer, etc, nearly 100% gets absorbed by the body

the reason why veg protein is claimed to be lower is because it is assumed that you swallow it whole and then digest it
