Only anons who pay should be allowed to make thread. It can be as low as 1 rupee per thread.
People can reply for free though. This will help getting rid of all useless troll posters and spammers.

This is too much, keep it simple like upvoting gives the user a point but doesn't reduce one from the giver.

Or better, you can pay 10 rupees and get 200 points and use it as you want.
In that case, loosing one point to upvote wont matter much.
