Recommendations for mod
Implement IP based restriction for making threads, allow only another thread made by an IP five minutes after they already made a thread.
Also to prevent IP hopping spam, for IP's from the same region, only allow 5 threads per 5 minutes(this is a small board so this restriction is reasonable, we may increase this as users increase).
Also make thread based restrictions. Only allow another post 10-20 seconds after they have already made one.

IP based restrictions exists in every chan, that's why those places are not filled with low IQ baits and posts like the ones you spam in here.
Mod, never expect 'quality' arise as an emergent property from a site filled with the mentally ill and the anti social. It only happens when these people are severely restricted in their capability to act upon their mental illness.
