I finally discovered why fourfold varna model was not ritually applied to dravidians.
Turns out they did not bother adhering to orthodox brahminical rituals so even upper castes were classified as Sat-Shudras by brahmins.
In north, rajputisation was prevlant and could allow shudras to become rajput.

Unironically people werent so varna conscious prior to brits. Yes they were jāti conscious in everyday life but not varna conscious. Brits with their obsession of discovering and applying some hindu equivalent of canon law like back home stumbled upon dharamshastras. What was earlier just some prescriptive text of pongas was for the first time applied and every jati was force fit into their simplified varna framework of Herbert Hope Risley in census records.
