They worked , survived and won in such tight regulator environment. They have build a whole procedure that allows any company to offload their IT in an instant which is an amazing feat. It has provided jobs to jobless.
India IT is same as china manufacturing. You cant really have a team of n years of exp. in any stuff available in a snap of finger anywhere in the world.

China doesn't have an operating system either. Linux is open source I'd consider it international, although if spins and forks count then India also has an OS. If I had money I'd have loved to start a based rugged laptop company, modern thin and light slop breaks down in 3 years, even topline thinkpads don't have that toughness, I think the model for ruggedness are 2012 latitudes, you could replace any component in like 2 minutes, and the build quality was so good Apple may introduce it in 2050 and call it revolutionary.

One more thing is re inventing the wheel is just not popular, operating systems, Jets etc are largely a solved problem, it is far easy and profitable to just work for tbe existing companies, chinks did the same, for decades they worked in factories manufacturing stuff for US companies, still do, their skills and knowledge from that compounded later on.
