Small lego block or toy houses under scaled down water flow will not get blown away, but large houses with water flow scaled up will, as seen in nepal. Why?

It's called square cube law. This law is usually used in context of animal sizes but it also applies here. When you increase the size by two times, the volume increases 8 times, that is mass also increases 8 times.
You can just double the size of the fountain and then expect it to withstand 8 times the size. You'll need an entirely different architecture to handle the 8 times volume.

Yeah but their cross sectional surface area only increase 4 times, which again won't be able to handle force of 8 times the volume.
