Small lego block or toy houses under scaled down water flow will not get blown away, but large houses with water flow scaled up will, as seen in nepal. Why?

When you increase the size by two times, the volume increases 8 times, that is mass also increases 8 times. You can just double the size of the fountain and then expect it to withstand 8 times the size. You'll need an entirely different architecture to handle the 8 times volume.
