They already do, why do you think so many sharma and singh are openly a slice of "pro jai bhim". On one hand it pushes the whole "caste is by one's action" on other people use this form of legitimacy to attack fairh and the communities.
If you are asking why has not every one done it, its simple. Dalit are not a monolith. Lot of tribals have actually zero interest in becoming "UC". It is only SC, not SC, and even then a lot of SC dont care all that much. Just a few groups like chamara, paasi, that are largest in number and monopolise on all benefits.

Because it does not really matter. We are not an individualistic society. Here life revolves around kinship and social network and caste has always been about that not surname. Indians did not even used official caste surname prior to colonial era.

And you can’t just change surname. You need connections with members of that caste for everyone to accept

Yeah, peoole tend to do it a lot when they switch their places. I knew a guy from haryana, jatav who used to larp as rajput. Someome who was OBC that would use sharma and so on. A lot of them dont want to change who they are.
