CGNATs aren't something unique to just Airtel or Jio, almost every major ISP uses them since IPV4 is already exhausted, the only ones who will give individual IPV4 addresses to customers are tier 2 and regional ISPs who still have some IPV4 space available. We all get a unique IPV6 address tho.

I don't think they would keep translation at the first hop. it stays at router. in short for glowies to get you they'll get to your house but would need to find who is the culprit at the house itself. would be hard if it is public wifi
