It was prescriptive text not descriptive text. In reality castes(jatis) were autonomous entities. They formed themselves to support its members. They were kinship groups or professional associations. No brahmin was keeping some database assigning and recording castes kek. No one was stopping dalits from starting their own business, mastering a craft with their kin and practicing nepotism.
