Muslims have always had a culture of applying attar. I don't know about Bhangi Muslims, but many of my Muslim friends used to apply it, and I even got many free attars from them.
Practicing Brahmins, especially those who mainly have a simple diet without many spices, onion, garlic, or meat, also tend to apply chandan. Some also use fragrances associated with puja and traditional practices, such as kewra, rose water, jasmine, or sandalwood-based attars. Chandan itself smells woody and slightly sweet, giving a calm and peaceful fragrance.
